Why are members of the current government and their civil servants so prone to dithering? No one it seems can make up their minds. All are afflicted with the push-me-pull-you syndrome that is preventing a businesslike Brexit. Now we hear that FOAs are in the same boat, with overlong bureaucratic delays preventing the implementation of legal decisions.
Reminds me of the hoops of immigration we had to jump through when we changed residence for almost ten years and needed to import our three cats into Cyprus; the paperwork was in triplicate. I enquired of the government vet, ‘Why so much paperwork?’
‘Oh we learned that from the British.’ was the laughing reply.
